Ancient Depot in Zharkov is bugged. I'd put one of the unpowered runes into place, and had to leave the machine urgently so I saved and quit the game. Upon returning to the game some hours later, I'd forgotten what I was doing and went off the do some missions. I never got around to going back, until now, when I'm level 30, and have completed all other quests.
